Driving the Point Home

In his career Josh Bard is 72 out of 378 (19%) throwing out runners. For comparison's sake Jorge Posada (29%) and Mike Piazza (23%) who were really not known for their defense were better at throwing out runners in their careers than Bard.
Worse yet, Mike MacDougal, the opposing pitcher had only 3 runners thrown out stealing against him out of 27. That's 11%.
Again why wasn't A-Rod running? And if he couldn't, why wasn't someone on the bench? And if Angel Berroa can't steal a base, what good is he to this team?
